Now the fix is released with Cython 3.0.0b2 |

@1st1 this is a straight forward change that makes the code base compile with Cython 3.0 (and 0.29.32+). Would be nice to get this merged. |

Cython 3 will require
noexceptkeyword for functions not raising an exception: https://cython.readthedocs.io/en/latest/src/userguide/migrating_to_cy30.html#exception-values-and-noexceptCython 0.29.32 introduces this keyword too for forward compatibility. This PR fixes multiple issues found in cython/cython#5305.
