Update ruff usage example in CONTRIBUTING.md

Describe your change:

Updated the example command for running ruff to use ruff check . instead of just ruff ., as the latter syntax has been removed. This ensures contributors use the correct command when running ruff locally before submitting pull requests.

The change addresses the following error that users may encounter with the outdated command:

error: `ruff <path>` has been removed. Use `ruff check <path>` instead.

• Fix a bug or typo in an existing algorithm?
• Add or change doctests? -- Note: Please avoid changing both code and tests in a single pull request.
• Documentation change?
