Add apply command (similar how terraform works)

Hey, would be great if we could have plan as plain "Plan" command without the risk of accidentally someone applying the changes.
So:

• Plan does just output the plan
• And apply is executing the plan + applying the changes

Btw. exactly the way terraform handles the state
