Based on python-pillow/Pillow#9057, it would seem that there are some users are still on Amazon Linux 2 with Python 3.10. This PR upgrades Amazon Linux 2 and CentOS Stream 9 to Python 3.10 by manually compiling Python.
Amazon Linux 2023 has a stronger argument for support, as it actually has
python3.11-*packages, offering easy access to a more recent Python version. This PR also makes that change.
