Describe the user story
We run all our AWS infrastructure through a single repo and Atlantis. This means hundreds of folders and projects. When doing a large module version bump we might trigger a PR with 100+ plans quite easily. This is fine and expected, what becomes a burden is when there is a plan that doesn't plan cleanly. A change to a single project in the PR causes all the projects to re-plan.

Describe the solution you'd like
I want Atlantis to compare changes commit to commit and retain plans for projects not modified and only replan newly modified projects.

None that I can see.

Describe alternatives you've considered
We are currently breaking large module changes bumps into smaller PRs
