Add table: github_actions_organization_runner #534

Hey!
Following up on this issue: #527
It would be really useful to have a table to query runners at the organization level. Right now, it’s only possible at the repository level using github_actions_repository_runner, but that isn’t very useful when you’re using GitHub at scale.
