This PR allows to detect a FQDN as invalid when containing characters of one of these UTF-8 blocks:

• Surrogate D800-DFFF
  • high
  • high private
  • low
• Private use area E000—F8FF
• Arabic Presentation Forms-A Noncharacters FDD0-FDEF
• Special FFF0-FFFF

Checklist
